The Döbelnerstraße exists in this old map, including the small castle on number 54, so it's unlikely that it is a simple address change from after 1945 like in some other places.

Probably the seat of the Bauleitung der Waffen-SS und Polizei was at Döbelnerstraße 54 and the Kaserne was at Hellerhofstrasse and other external work details also existed (Neuhirschstein, among others). Would be good to have a clear description of this, some more research is welcome.
